ARTICLE I
The name of this organization shall be
The National Society of Collegiate Scholars at Rutgers College.
ARTICLE II
• Section 1. The purpose of this organization shall be as follows:
- To recognize and celebrate high achievement among first and second year students in all academic disciplines.
- To encourage and promote high standards throughout the collegiate experience.
- To provide opportunities for personal growth and leadership development for members.
- To provide scholarships, such as the Merit Award, Scholar Abroad, Scholar at Sea, and Graduate to members who successfully apply and compete for these awards.
- To organize and encourage learning opportunities through community service.
- To foster an overall appreciation for the value of the higher education experience.
- To continue to uphold the standards determined by the Association of College Honor Societies as part of the organization’s membership.
• Section 2. This organization shall abide by all applicable rules and regulations of the University and under the privileges as granted by the Office of Student Development & College Affairs, Deans, and Dean of Students where chartered. This organization shall also abide by the rules and regulations of the Board of Governors, the University, and the colleges as provided by the Board of Governors and the Deans of the Colleges.
ARTICLE III
• Section 1. Membership into The National Society of Collegiate Scholars is by invitation only and is open to students in all academic disciplines who meet the following criteria:
- Successfully completed at least twelve credit hours but no more than sixty.
- First or second year student at the time of invitation.
- Attain at least a 3.4 grade point average on the 4.0 scale and rank in the top 20% of their class.
- Complete and return the membership profile and confirmation of society membership.
- Pay the Society induction and lifetime membership fee.
• Section 2. The National Society of Collegiate Scholars at Rutgers College is a chapter of the national organization The National Society of Collegiate Scholars. A Board of Directors, who is responsible for determining the Society induction and lifetime membership fee, governs the national organization.
• Section 3. Membership shall be open to all Rutgers University Students and must comply with federal laws prohibiting discrimination on the basis of race, creed, color, religion, national origin, ancestry, age, sex, disability, marital status, familial status, affectional or sexual orientation, or veteran status.
ARTICLE IV
• Section 1. This chapter should have a leadership group comprised of a President, Executive Vice President, Vice President for Community Service, Secretary, Treasurer and any other officer that the Society chapter believes necessary to meet its goals.
• Section 2. The Society officers shall be elected by a fair and democratic process.
- Annual elections shall be held and reported to the national office by April 15.
- Officer positions are only open to members whose date of induction has already occurred. If a member wishes to run for a position, and his or her induction date has not yet occurred, then he or she may only run if strictly less than 2 candidates are running for that same position.
- The outgoing executive board will hold at least one officer transition meeting with the incoming officer board.
- The outgoing officers’ term officially ends at the end of the spring semester with the proper submission of an officer change form, provided by the Rutgers College Office of Student Leadership, Involvement & Programs.
- Newly elected officers will begin their term near the end of the spring semester. The newly elected officers’ term officially begins with the proper submission of an officer change form, provided by the Rutgers College Office of Student Leadership, Involvement & Programs.
- Current officers may run for a position as an officer on a future executive board.
• Section 3. Chapter Advisory Board. Upon completion of their term in office, the current Executive Board members are mandated to serve as the Chapter Advisory Board for the succeeding Executive Board until the end of the current spring academic semester. Their role shall henceforth be to advise and mentor the succeeding Executive Board. The members of the Chapter Advisory Board shall not be required to perform any additional specific duties beyond those of general membership as outlined by the chapter constitution.
• Section 4. The duties and responsibilities will be defined as follows:
- All officers
- Attend all officer and member meetings.
- Update your contact information at www.nscs.org.
- Maintain good communication with faculty advisor, officers, members, and the NSCS national office.
- Reply to all NSCS related emails and phone messages in a timely manner.
- Maintain positive relationships with members.
- Collaborate with fellow officers to ensure the growth and development of the chapter.
- Motivate and inspire members to get involved.
- Familiarize yourself with the Officer Connection and Scholar Connection.
- Familiarize yourself with resources for officers available through the NSCS homepage: www.nscs.org.
- Transition all aspects of position to next elected officer.
- Familiarize yourself with the requirements of the STAR program.
- Society President
- Organize, plan and facilitate the growth of and success of the chapter.
- Plan and coordinate meetings of the chapter officers.
- Plan and coordinate meetings of the chapter general membership with the Executive Vice President.
- Meet regularly with the chapter advisor.
- Meet regularly with the Rutgers College Office of Student Leadership, Involvement & Programs advisor for the chapter.
- Serve as liaison between the national office and the chapter.
- Determine Distinguished Members to be inducted with the input of the chapter advisor and other officers.
- Attend the yearly National Leadership Summit held by the national organization.
- Maintain positive relationship with school by abiding by university/college guidelines.
- Register chapter on campus as a recognized student organization.
- Meet all deadlines set by the national office.
- Delegate chapter activity reports submission to the national office to appropriate officers.
- Organize officer elections and submit results to the national office by April 15.
- Facilitate transition process for new officer board.
- Executive Vice President
- Work with the Society President to assure the growth and success of the chapter.
- Oversee, coordinate, and plan the induction convocation.
- Plan and coordinate meetings of the chapter general membership with the Society President.
- Fulfill the duties of Society President, in the absence of the Society President.
- Vice President for Community Service
- Work diligently to involve members in service to the community.
- Work with the national office to involve the chapter in national service initiatives.
- Report all community service events to the national office.
- Advise the development of new NSCS community service based initiatives.
- Coordinate chapter’s involvement in Make a Difference Day (October)
- Coordinate chapter’s involvement in National Youth Service Day (April)
- Vice President for Planning for College Success
- Coordinate all efforts of the NSCS Planning for College Success Program
- Maintain relationship with New Brunswick Public Library staff and New Brunswick Public Education Administration.
- Train PFCS volunteers on campus.
- Report PFCS activities and events to the nation office.
- Advise the development of new PFCS initiatives.
- Coordinator for New Member Relations
- Host 1-2 special interest meetings in the Fall semester for interested students.
- Work with Public Relations on efforts to increase awareness of NSCS during the Fall semester.
- Coordinate efforts with Public Relations for the NSCS Spirit Week, both Involvement Fairs, and Open House.
- Work with New Student Orientation planning during the Spring semester (if applicable).
- In the Spring semester coordinate efforts to transition new members into NSCS and pair these students with active members who volunteer as mentors.
- Advise the development of new initiatives to address the needs and concerns of new members.
- Secretary of Public Relations
- Serve as the point of contact for any and all of the chapter’s public relations events.
- Oversee and manage the chapter’s correspondence and interaction with other organizations.
- Oversee and coordinate any and all activities of the chapter’s Public Relations Subcommittee.
- Create and develop initiatives to increase and/or maintain the chapter’s public exposure.
- Secretary/Treasurer
- Organize and coordinate distribution of chapter related materials to chapter members.
- Record minutes of the executive board meetings and general meetings.
- Report meeting minutes to the national office.
- Oversee and manage all funds and financial transactions for the chapter, in conjecture with the chapter president and advisor.
- Prepare a budget for the chapter that must account for the cost of the induction convocation, in conjecture with the chapter president and advisor.
- Work with the Executive Vice President to ensure proper allocation of funds for the induction convocation.
- Meet regularly with the Rutgers College Office of Student Leadership, Involvement & Programs advisor for the chapter.
- Webmaster
- Maintain and update the local NSCS Rutgers Chapter website.
- Facilitate/Control the Communities of Interest for the chapter on the NSCS national website.
- Administer the NSCS Rutgers Facebook group by approving membership, posting meeting announcements, and chapter news.
- Manage the chapter’s digital photograph collection and generate slideshows and other presentations that the executive board requests Oversee and take responsibility for any and all of the chapter’s technological needs.
• Section 5. A faculty or staff member of the institution shall be elected to serve as the advisor for the chapter. The amount of time the advisor serves in this capacity shall be individually determined but must be no less than one year. If an advisor chooses to resign for any reason, the advisor shall immediately notify the Society National Office and meet with the chapter leadership to discuss and designate a replacement.
• Section 6. Removal of Executive Board Member
An executive board member and advisor of a NSCS chapter may initiate removal of an elected officer if this officer meets one or more of the offenses designated in
Article IV, Section 7. Final decision of removal from an office shall be subject to the approval of the executive board, advisor, and must pass with a 2/3 majority vote from the members.
- To initiate the removal of an elected officer, the situation will be brought to the attention of the executive board and the advisor.
- The executive board and the advisor shall convene an officer meeting where at the officer in question will be given an opportunity to share his/her perspective on the matter.
- After the meeting takes place, the executive board will then vote on whether the officers’ actions are grounds for removal. The advisor will not vote, but will ensure a fair decision is reached.
- If there is a majority vote to remove the officer, they will be notified of the decision within two days. An officer can be removed from the execute board due to a failure to fulfill the duties of the position which are stated in the chapter constitution. Please refer to Article IV, Section 7 for a list of offenses. Once the officer has been removed, it is the duty of the chapter president to inform the national office of the decision and to hold a special election to fill the vacant position. If the chapter president is removed, then it is the duty of the vice president to inform the national office and hold a special election.
• Section 7. Removable Offenses
- Failure to uphold duties of the positions as set forth by the chapter constitution.
- Failure to uphold appropriate conduct standards when representing NSCS.
- Misuse or misappropriation of chapter funds.
- Failure to comply with attendance requirements of all meetings as set fourth by the executive board unless granted an excused absence by the executive board.
ARTICLE V
Any appeals, objections, exceptions, or proposed amendments presented by chapter members or officers, in regard to any part of this chapter constitution, shall be presented in writing (paper or electronic) to both the chapter advisor and to all members of the chapter executive board. It is also recommended that the chapter executive board present this information to the Chapter Advisory Board.
ARTICLE VI
This chapter constitution may not be amended without written approval of the Society Board of Directors. Proposed amendments must be in writing to the Executive Director at the National Office. Upon approval, the updated chapter constitution must be submitted to the Rutgers College Office of Student Leadership, Involvement & Programs. This chapter constitution serves as the complement to the Constitution and Bylaws of the National Society of Collegiate Scholars.
- AMENDMENT I
Henceforth from this 3rd day of August in the year 2005, all proposed changes to this constitution must be instituted strictly as additional Amendment articles.
- AMENDMENT II
The position of Coordinator for New Member Relations was added to the Executive Board on September 28, 2005.
- AMENDMENT III
The positions of Secretary of Internal Affairs and Treasurer were combined into Secretary/Treasurer on January 25th, 2006.
- AMENDMENT IV
Article IV, Section 2, Paragraph 6 was altered to allow officers to run for positions on future executive boards on March 29th, 2006.
